As regards finance presumably the Chinese Government would

contribute largely but recourse would have to be had extensively

to voluntary sources also. Given your permission I have no doubt

that Hong Kong Government would help materially in that direction:

I am not suggesting of course that it should take any first hand

part in administering such a refugee area if in China.
